I have 3 neon tetras, is that enough to keep them happy?

Definitely no. Go and buy another 7 at least. You’ll see how happy they will be.
After introducing them into your tank they should be shy for a few hours, but after they become friends with currently kept specimens they’ll swim, eat (and simply everything) together . This is my personal experience. My ex had 5 Neon tetras in her tank and it was terrible sight.

agree there Jan,neons should nrver be kept in groups of less than 10.Not only does it look better but as they are a timid fish it will give them agreater sense of protecting themselves , swimming around in larger numbers.
Neons should never be added to an immature tank either
