quarantine tanks unfortunately are not always used by many fish keepers. In my opinion this is a shortcut that should not be taken
One of the first questions we should ask retailers before buying any stock is " have the fish been quarantined", they will always say yes. Most retailers will hold back selling thier stock for 2 weeks after delivery, this is not long enough to be 100% certain that the fish is completely in full health
4 weeks is the minimun quarantine period for any fish, set up a small tank just for this purpose, you can always cycle the filters in the main tank while the "Q" tank is empty.
After 4 weeks of quarantine add a fish from the main tank to the new arrivals.Leave them together for a week and if no problems add them all into the main tank.
Safeguards like these are there for a reason, adding new fish without quarantine can wipe out all of your stock

What are your recommendations for setting up a quarantine tank?

I use a 15 gallon tank that is run with sponge filters.Low lighting and no substrate.I always place a couple of rocks or some wood for a hiding place if the fish are still a bit skittish.
When the tank is empty I just place the sponges in the externals on my main tank to keep them colonised with bacteria.
