He was eating normally, then got to where he'd stay at the top an only eat a pellet a day (for about two days), now he won't eat at all. So I did a complete water change recently, and used water conditioner, in case his water was the problem. I have a plastic plant in the bowl (5 gal) that reaches to the surface, and he rests on the top leaf all day with his mouth to the surface blowing bubbles. He's capable of activity, as he shows when he needs to reposition himself on the leaf. Yesterday he even swam around energetically for a minute or two (though it was a wild and purposeless little swim). It's been nearly a week since he's eaten anything.
currently he's in his usual spot atop the plant, tilted on his side a bit. any idea what's wrong with him? (not a new fish, have had him in this same bowl and general set-up for months)

Is his stomach bloated? If so, he probably has a case of swim bladder disease (or SBD.) There are lots of home remedies for this ailment, so be sure to search online for cures. A few of the most common are fasting, mashed cooked peas, and epsom salts.
Good luck!

I have a saltwater aquarium and one of my blue green chromis would never eat because he was so stressed and soon got a disease and died. so some fish just don't acclimate to their surroundings very well.
