Hi anonymous , What is the purpose of 12 litres aquarium? In my opinion, you should forget about introducing any fish into such "box" and make it for plants only, so you will not need any filter. Bear in mind that keeping any fish in such small tank can be very frustrating and disappointing for them even if it looks good sometimes. Buy some 7-10 Watt lighting and some air pump + some anubias or cryptocoryne. It will be fine.
